This Sources Sought Notice is for market research purposes to identify parties having an interest in and resources to support this requirement for Sample Master Support renewal for technical support services brand name or equal to Accelerated Technology Laboratories, Inc. for The United States Geological Survey (USGS), Energy Resources Program Sample Master Laboratory Information Management System (LIMS)
The result of this market research will contribute to determining the method of procurement. The Government will review the information requested in this announcement based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition.
The North American Industry Classification System (NAICS) code is 513210 (Software Publishers) and the size standard is $47.0 Million.
A. Introduction
The United States Geological Survey (USGS), Energy Resources Program's LIMS project has a requirement to renew the technical support services contract for our Sample Master Laboratory Information Management System (LIMS) which is comprised of a client/server database that will reside at the USGS EROS data center.
Technical support services for the Sample Master LIMS application are required to provide technical support to resolve issues, develop and assist with modifications to meet the evolving needs of Energy Resources Program laboratories, software service pack updates, and product upgrades for the Sample Master LIMS client and database software.
The Sample Master LIMS software is specifically configured and customized to meet data requirements for ERP laboratories in accordance with Energy and Minerals Mission Area Quality Management System (QMS) requirements and the following criteria must be met to fulfill the needs of the Energy Resources Program's geochemistry laboratories.
Technical support services are required to maintain and continue the operation of the ERP Sample Master LIMS, including support for the customizations, ensuring the security and quality of the LIMS data as operating systems are updated and additional DOI and USGS security requirements are implemented.
B. Brand Name or Equal Salient Characteristics:
The following salient characteristics must be met to fulfill the needs of the Energy Resources Program and USGS Central Energy Resources Science Center's Geochemistry Laboratories technical support requirements for services brand name or equal to Accelerated Technology Laboratories, Inc. Sample Master LIMS and Sample Master SQL databases.
1. Technical Support Service must be available via phone, email or support portal for problem resolution, anomaly reporting, documentation clarification, and technical guidance.
2. Technical Support Service must provide unlimited incidents with access to software engineers for problem resolution, anomaly reporting, documentation clarification, and technical guidance for ATL Sample Master LIMS and Sample Master SQL databases during normal business hours, Monday through Friday.
3. Technical Support Service must provide access 24/7 to ATL Sample Master Knowledgebase Articles and user forum.
4. Technical Support Service must provide a Remote Support option for engineers to assist LIMS staff with ATL Sample Master client and SQL Server database diagnostics.
5. Technical Support Service must include Service Pack Updates for ATL Sample Master LIMS and Result Point Web Portal software.
6. Technical Support Service must include Product Upgrades for ATL Sample Master software.
7. Technical Support Service must include access to ATL Sample Master LIMS web training material.
8. Technical Support Service must include Support for data parsers created by ATL.
9. Technical Support service must include support for the following customizations created by ATL.
- Sample Submittal automation based on Energy Geochemistry Laboratory Sample Login form with ESRI ArcGIS Mapping with Counties/Districts, Township/Range, and USGS Provinces map layers
- Data Subset query builder for querying LIMS data based on Geologic information
- Auto QC Batch Generator based on output from laboratory instrumentation
- Auto File Attachments

If your organization has the potential ability to meet this requirement, please provide the following information to the Contracting Officer:
1. Tailored capability statements addressing the particulars of this effort, with appropriate documentation describing detailed information in providing the products/services described above.
2. The firm shall specify that they are either:
2.1 An Indian Small Business Economic Enterprise (ISBEE), small business, 8(a), HUBZone, SDVOSB, etc. and Or
2.2 Other than small business under the NAICS Code listed in the announcement.
2.3 The firm shall provide a point of contact name and e-mail information, and SAM.gov (Unique Entity ID (UEI), and must be registered and active in System for Award Management (SAM).
All information submitted in response to this announcement is voluntary the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is NOT a Request for Proposal (RFP), Request for Quotations (RFQ) or Invitation for Bid (IFB). The Government does not intend to award a contract based on responses received under this announcement.
The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
In order to be responsive to this Notice, a firm shall provide the appropriate documentation for consideration by June 30, 2025 at 2:30 p.m. Mountain Daylight Time (MDT). Responses that do not comply with these procedures will not be considered.
