Protected Species Software

Background
The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition and Financial Assistance Branch (AFAB), on behalf of the Bureau of Ocean Energy Management (BOEM), is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, a fixed price Purchase Order to Mysticetus LLC to provide BOEM Protect Species Observer (PSO) software. Market research efforts have indicated that Mysticetus LLC is the only source that can provide the required software to assist BOEM in developing a PSO database. Mysticetus LLC is the only responsible source to meet the requirement.

Work Details
Mysticetus LLC will provide BOEM Protect Species Observer (PSO) software, which is the primary software application currently being used by offshore wind developers. The software meets BOEM’s need to monitor protected species and provide information to ensure they are not harmed during surveys and construction activities. It also has the capability to instantly share sighting data with other vessels using the software, ensuring nearby projects and surveys are aware of whales, dolphins, etc. Additionally, it meets National Marine Fisheries Service (NMFS) requirements for instant reporting within an hour via email and ensures data quality and integrity by maintaining a keystroke log.

Period of Performance
Period of performance shall be 36 months from date of award.
