Description

The Western Area Power Administration, Headquarters intends to acquire a Sole Source basis for UIPlanner SaaS for Integrated Resource Planning (IRP). The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received within 5 days after date of publication of this notice and shall include documentation on ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.

Background
The Western Area Power Administration (WAPA), part of the Department of Energy, is seeking to acquire a Software as a Service (SaaS) solution for Integrated Resource Planning (IRP).

The goal of this contract is to renew and support the Utilities International Solutions Group (UISG) UlPlanner SaaS, which replaces traditional spreadsheet-based solutions with a cloud-based alternative while maintaining a user-friendly interface.

The only known source for this service is Utilities International, Inc., doing business as UI Solutions Group, located in Chicago, IL.

Work Details
The contract involves a fixed-price purchase order for the annual renewal cost, follow-on development, and support for the UISG UlPlanner SaaS for Integrated Resource Planning (IRP).

The UI Planner SaaS solution is specifically designed to transition from spreadsheet-based systems to a more efficient cloud-based platform. UISG has developed this proprietary solution on their SaaS platform, and no other vendor currently offers an equivalent product or the capability to customize a UI Planner solution on a SaaS basis.
