Intent to Sole Source Notice-OSI

The Western Area Power Administration, Corporate Service Office intends to acquire on a Sole Source basis the purchase of the Open Systems International (OSI) monarchTM Supervisory and Control (SCADA) and Energy Management System (EMS) software license subscription. The Period of Performance (PoP) requested is September 26, 2025 September 25, 2026.
The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received within 7 calendar days after date of publication of this notice and shall include documentation on ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
