Description

The Department of Veteran Affairs (VA) Strategic Acquisition Center (SAC) intends to negotiate with NCS Pearson, Inc., on a sole source basis pursuant to the Federal Acquisition Regulation (FAR) Subpart 13.5 under the authority of: 41 U.S.C. 1901, Simplified Acquisition Procedures. to provide high quality psychological tests for Veterans Healthcare Administration (VHA) Office of Mental Health. Accurate diagnosis and appropriate treatment of Veterans must be based on a thorough, objective evaluation of behavioral symptoms. Psychological tests are an integral part of this assessment process. Psychological tests provide an invaluable tool in diagnosing a patient s behavioral symptoms allowing clinical personnel to recommend treatments that are tailored to the individual needs. Additionally, they are essential for monitoring progress toward meeting treatment goals and outcomes. NCS Pearson, Inc. will obtain and grant the right to the Department of Veterans Affairs (VA) to utilize the tests, scoring algorithms, and norms. NCS Pearson, Inc. and the VA will ensure the legal rights to intellectual property are maintained and protected. Intellectual property will be stored in VA information systems and used to administer and score the tests. NCS Pearson, Inc. will provide ALL of the following psychological tests: Beck Anxiety Inventory (BAI) Brief Battery for Health Improvement (BBHI-2) Beck Depression Inventory 2 (BDI2) Beck Hopelessness Scale (BHS) Beck Scale of Suicidal Ideation (BSSI) Brief Symptom Inventory (BSI-18) Millon Behavioral Medicine Diagnostic (MBMD) includes Bariatric & Pain norms Millon Clinical Multiaxial Inventory - IV (MCMI4) Minnesota Multiphasic Personality Inventory 2 (MMPI2) Minnesota Multiphasic Personality Inventory - Restructured Form (MMPI2 RF) Minnesota Multiphasic Personality Inventory (MMPI3) Quality of Life Inventory (QOLI) NCS Pearson, Inc. will provide all tests updates, changes, or modifications during the contract period. VA will implement updates, changes, or modifications in VA s testing package. The North American Industry Classification System (NAICS) number is 513130. This notice is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting capability statement (to deliver all required assessments) to this office no later than August 8, 2025, at 10:00 pm EST. Costs associated with preparation, submission, and follow-up information requests are the submitter s responsibility. The Government will not reimburse for any associated costs. Telephone responses will not be accepted. The determination to conduct a competitive procurement based on responses to this notice is solely the Contracting Officer s discretion. If no responses are received or responses are reviewed and determined non-responsive, the Government will proceed with the sole source procurement.
