Background
This justification is issued by the Department of the Interior (DOI), specifically through the Interior Business Center (IBC) and the Acquisition Services Directorate (AQD), Division 1, Branch 3 for the DOI Office of Financial Management (PFM). The purpose of this document is to provide a justification for an exception to fair opportunity for a sole source task order awarded to Gartner, Inc. This award aims to fulfill executive mission-critical financial responsibilities, reduce external consulting costs, and enhance financial decision-making capabilities within PFM.

Work Details
The contract involves acquiring licenses from Gartner, Inc. which will provide access to their repository of information and consulting services. The specific services include:
- Executive advisory access
- Subject matter expert inquiries
- Proposal review and negotiation support
- Access to decision-intelligence databases
- Finance and cross-functional libraries
- Benchmarking tools, toolkits, and templates
- Diagnostic tools and strategic action frameworks.

Additionally, Gartner will supply electronic records management (ERM) support that includes risk consultations, tools, templates, training, analysis, and reports tailored to DOI's ERM program. Services will also encompass expert research customization for DOI’s specific queries, diagnostics and benchmarking against other federal programs, guides for risk interviews, training for DOI personnel, integration of budget requirements for risk management, creation of surveys, access to case studies and best practices, evaluations of ERM systems and technology, review of DOI documents such as training guides and workbooks, availability of training events for ERM staff, and conducting functional maturity assessments.

Period of Performance
The period of performance for this contract is one year without options.

Place of Performance
The services will be performed at locations relevant to the Department of the Interior's Office of Financial Management.

Bidder Requirements
Gartner is identified as the sole source capable of providing these specialized services due to their unique database and consulting capabilities. They do not utilize resellers for their licenses.
