Description

Indefinite Delivery Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) for Assistant Secretary of the Army for Installations, Energy, and Environment (ASA(IEE)) Environmental Program and Training Support. The purpose of this contract is to provide services supporting the Installation, Environmental, and Energy (IEE) programs. The support services include but not limited to environmental program support, training support and systems support necessary to achieve the mission of the Assistant Secretary of the Army for Installations, Energy, and Environment (ASA(IEE)). In support of program realignment efforts within DoD, these services may also include support for migration, calibration, and sustainment of DoD Department, Component, and/or Agency level data in WEBCASS-E which is the Army?s Systems of Record (SoR) for all Army Environmental Programs. Refer to Section C and Appendix A(Seed Task Order).
Background
The Assistant Secretary of the Army for Installations, Energy, and Environment (ASA(IEE)) is issuing this Indefinite Delivery Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) to provide essential services supporting the Installation, Environmental, and Energy (IEE) programs.

The goal of this contract is to enhance the operational effectiveness of ASA(IEE) by delivering comprehensive environmental program support, training support, and systems support necessary for achieving their mission. This initiative aligns with the Department of Defense's program realignment efforts and aims to facilitate the management of Army Environmental Programs through the WEBCASS-E system.

Work Details
The contractor will provide a wide range of services under this contract, including:
1. **Environmental Program Support**: This encompasses program administration, organization, communication, tracking, execution, reporting, and help desk support across various areas such as Environmental Compliance, Conservation, Cleanup, Remediation, Occupational Health, Energy Management, Water Management, Sustainability, and other Installation & Logistics programs. Services will leverage existing capabilities for document control and auditing.

2. **Training Support Services**: Ongoing training for users of Army’s Systems of Records (SoRs) is crucial. Training activities will include curriculum execution via classroom and virtual platforms; managing course documentation; developing training materials; conducting surveys for feedback; providing technical expertise; and help desk support.

3. **Location of Work**: Services may be required at both CONUS (Continental United States) and OCONUS (Outside Continental United States) locations.

4. **Scope of Work**: Individual task orders will define specific tasks and milestone deliverables required by agency programs. The contractor must provide Subject Matter Expertise (SME), functional support for environmental systems, user documentation development, data analysis in compliance with regulatory requirements, and maintain user proficiency through training support.

5. **Cybersecurity Support**: The contractor may need to assist in meeting cybersecurity requirements under DoD/Federal mandates.

6. **Data Analytics and Reporting Support**: This includes configuring tools for data analysis across compliance areas and collaborating with stakeholders to build scalable reporting solutions.

Period of Performance
The period of performance will be defined in individual task orders issued under this contract.

Place of Performance
Services may be performed at various locations both within the Continental United States (CONUS) and Outside Continental United States (OCONUS).
