Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6036 for a 75-day tanker time charter.
The goal of this contract is to secure vessel(s) capable of meeting specific transportation requirements for military operations, particularly in the Western Pacific and Sea of Japan regions.

Work Details
The contractor is required to provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT).
The vessel must carry a minimum of 240,000 barrels of clean product (JP5) and meet various specifications including:
- Participation in the Ship Inspection Report (SIRE) System with a recent Q-88.
- Vessel age and inspection details must comply with TANKTIME 2024 standards.
- The vessel must not exceed a length overall (LOA) of 200 meters or a deadweight tonnage (DWT) of 40,000 MT.
- Capable of maintaining a minimum speed of advance of 13 knots while laden.
- Provide a stowage plan demonstrating the ability to load the specified cargo without exceeding a laden draft of 10.0 meters.
- Ensure tanks are clean and gas-free prior to loading, certified by a Certified Marine Chemist.
- Submit detailed vessel itinerary and confirm compatibility with intended cargo using specified references.
