Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220525R6025 for a 75-day tanker time charter.

The MSC's mission is to provide strategic sealift and ocean transportation for the Department of Defense. This acquisition aims to secure vessel(s) capable of meeting specific transportation requirements outlined in the solicitation.

Work Details
The contractor shall provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT), capable of carrying a minimum of 235,000 barrels of clean product (F76, JP5, and/or JA1).

The vessel must meet the following requirements:
- Be a party to the Ship Inspection Report (SIRE) System with a Q-88 dated no earlier than 60 days prior to offer submission.
- Not exceed a maximum Length Overall (LOA) of 204.80 meters and a Deadweight Tonnage (DWT) of 40,000 MT.
- Maintain a minimum Speed of Advance (SOA) of 13 knots in moderate weather while laden.
- Provide documentation including Safety Management Certificate, International Ship Security Certificate, and USCG Certificate of Inspection/Compliance as applicable.
- Ensure cargo tanks are compatible with the intended cargo and certified gas-free by a Certified Marine Chemist prior to loading.
- Submit monthly position/status reports and a Monthly Voyage Abstract form as per MSC requirements.

The delivery will occur in the Mediterranean Sea with options for range and port at the Charterer's discretion.

Period of Performance
The contract will be performed over approximately 75 days, commencing on or around September 7, 2025.

Place of Performance
Mediterranean Sea, with specific locations in St. Theodore, Greece for delivery and Marseilles-Lavera, France for redelivery.
