Description

SOLICITATION N3220525R4088 IS HEREBY RELEASED. SEE ATTACHED DOCUMENTS.

Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for a 75-day tanker time charter. The purpose of this procurement is to secure vessel(s) capable of meeting specific transportation requirements as outlined in the solicitation. This acquisition is being conducted under the guidelines for commercial items and competitive procedures.

Work Details
The contractor is required to provide one clean, approved U.S. or foreign flag, double-hull tanker with an inert gas system (IGS) and segregated ballast tanks (SBT). The vessel must carry a minimum of 235,000 bbls of clean product and meet the following specifications:

- Must be part of the Ship Inspection Report (SIRE) System with a Q-88 dated no earlier than 60 days prior to offer submission.
- Age and inspection details must comply with TANKTIME 2024 requirements.
- Maximum length overall (LOA) of 204.80 meters and maximum deadweight tonnage (DWT) of 40,000 MT.
- Capable of maintaining a minimum Speed of Advance (SOA) of 13 knots in moderate weather while laden.
- Must provide a stowage plan demonstrating the ability to load the required cargo.
- Vessel must be certified gas-free by a Certified Marine Chemist before loading.
- Monthly reporting on vessel status and voyage abstracts is required.

Place of Performance
The performance will take place in the Mediterranean Sea for delivery and in the North Sea for redelivery.
