This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately.

This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02 dated December 22, 2023.

The solicitation number is 20245201008 this solicitation is issued as a request for quote (RFQ).

This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 333923 Overhead Traveling Cane, Hoist, and Monorail System Manufacturing, with a corresponding small business standard of 1, 250 employees. The Product Service Code (PSC) for this requirement is 3950 Winches, Hoists, Cranes and Derricks.

Only offers from small businesses will be considered for this solicitation.

Services shall be quoted ALL or NONE as per CLIN structure attached and returned with your quote via e-mail directly to my attention at angelica.baca@ibwc.gov

Quotes shall be good for 90 Days.

Offeror shall provide pictures and specification sheet of the item being quoted. Offeror shall deliver all items within 300 days after award or earlier to USIBWC, Falcon Field Office, PO Box, 1 FM 2098 Reservoir Rd., Falcon Heights, TX 78545.

Description: The International Boundary and Water Commission, United States Section (IBWC) requires 75/20 Tons Bridge Crane as per SOW and CLIN Structure attached.

The destination for FOB Destination shall be the Falcon Field Office.

Evaluation of Offer The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance.

The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https://www.sam.gov.

6/1/24 M005 is issued to make a CORRECTION on the Trolley Rail to Top of Low Point of building truss or obstruction. The CORRECT RESPONSE IS 5'1" CLEARANCE. I had provided that it was 9' Clearance wich is INCORRECT.

6/1/24 is issued to add the following Q&A:

There is no label on these drawing indicating plant floor or penstock floor . Can you either label the floor on the drawing or provide the elevation of this floor?

Plant Floor: Where the crane is located or called erection floor (236' Elevation). Max Elevation from Top of Crane 265'.

Penstock Floor: Where are the big pipes are located the lowest floor in the Plant( 178' Elevation).
