Background
The Orlando Veterans Affairs Healthcare System (OVAHCS) is seeking to procure a replacement TL-30 safe for its Baldwin Pharmacy. The current safes have reached capacity and are unable to meet the increasing demands for outpatient prescriptions and inpatient medication needs. This procurement aims to ensure the secure storage of Schedule I - V controlled substances in compliance with DEA and VA standards.

Work Details
The contractor is required to furnish all labor, materials, equipment, transportation, supervision, and related services necessary to deliver and install one (1) TL-30 safe for the Pharmacy. The safe must meet or exceed federal, state, and local requirements for narcotics storage, including DEA standards. Specific requirements include:

1. Provide one (1) TL-30 safe for Pharmacy.
2. Equipment to move the safe into its designated location.
3. Safe must have an audible alarm and audit tracking capability.
4. Must comply with VA’s physical security requirements for controlled substances.
5. Provide detailed product data sheets and manufacturer specifications.
6. Initial code setup and training for VA staff on safe operation.

Salient characteristics include:

- Security & Compliance: Must be TL rated for DEA compliance; tested against sophisticated tool attacks; UL-listed high-security digital lock; drill-resistant hard plates; integrated audible alert/alarm.
- Physical Specifications: Maximum external dimensions of 70" (H) x 36" (W) x 24"–32" (D); up to 2 hours fire protection; approximately 22 cubic feet total storage capacity or greater.
- Interior & Usability: Configurable interior with adjustable steel shelves.

Period of Performance
Delivery of the safe must occur within 60 days after receipt of order (ARO).

Bidder Requirements
This solicitation is set aside for Small Business - Total (SBA). Bidders must provide proof of authorized distributor/OEM status for the TL-30 safe and ensure compliance with domestic sourcing requirements.
