Background
FEMA issued this mock solicitation as a pre-event training for Guam vendors to develop solicitation responses and receive feedback during the Guam PTAC & Region IX Industry Day event held June 28–30, 2022. The outreach supports community engagement by simulating a candy popcorn distribution to Guam’s local school systems.

Work Details
Deliver a total of 17,000 bags of candy popcorn equally distributed in batches of 1,000 to each of Guam’s 17 education school systems. Contractors must submit a plan to either pop, purchase, or partner for candy popcorn sourced from local vendors only. Each school‐age child is to receive candy‐flavored popcorn in red and white striped paper bags.

The response must detail the distribution process, provide updates, and include all-inclusive costs for products, staff, packaging, rental delivery vehicles, gas, delivery fee, supplies/materials, as well as images and product specifications.

Candy popcorn specifications include a variety of flavors (Caramel; Cookies & Cream; Chocolate Drizzle; M&M; Cotton Candy; Birthday Cake; Twix; Butter; Reese’s; Oreo; Snickers; Butterfinger) and methods (popped in a certified food facility; pre‐sealed 2 oz purchased bags combined into the required bag specifications; or partnership with local bakeries/restaurants).

Bag specifications: holds 5 oz popped popcorn; grease‐resistant paper; made in the USA; red and white striped; secured with twist ties.

Period of Performance
Planning and preparation during the week of July 25–29, 2022, with all deliverables completed and distributed by no later than August 1, 2022.

Guam, with distribution sites at the following school systems: Academy of Our Lady of Guam; Evangelical Christian Academy; Father Duenas Memorial High School; George Washington High School; Guam Adventist Academy; Guam High School; Harvest Christian Academy; John F. Kennedy High School; Notre Dame High School; Okkodo High School; Saint John’s School; Saint Paul Christian School; Simon A. Sanchez High School; Southern Christian Academy; Southern High School; St. Thomas Aquinas Catholic High School; and Tiyan High School. Industry Day event location: Jesus and Eugenia Leon Guerrero Business and Public Administration Building, 303 University Drive, Mangilao, GU 96913.

Bidder Requirements
Contractor personnel must be U.S. citizens; obtain a favorably adjudicated public trust suitability; undergo background investigations commensurate with assigned risk level (Tier 1–Tier 4); provide resumes for all staff; assign one project manager per four staff members; and complete mandatory certifications: Safe Quality Food (SQF) certification; ServSafe Food Handler; ServSafe Manager; ServSafe Allergens; ServSafe Workplace; Department of Agriculture Food Employee Certification. Personnel must also complete Unauthorized Disclosure of Classified or Unclassified Information training, OPSEC awareness briefing, and Insider Threat training; execute DHS Form 11000-6 Non-Disclosure Agreement; and comply with DHS/FEMA standards for safeguarding sensitive but unclassified (FOUO) information.

Responses to this mock solicitation notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. A competitive solicitation will not be released. The purpose of this pre-event assignment is for Guam vendors to prepare a response to a mock service solicitation and have one-on-one meetings with the FEMA Contracting Team onsite to discuss the structure of responses and receive feedback on mock proposal submissions.

FEMA will schedule one-on-one meetings during the main Industry Day Presentation (June 28, 2022) to review, discuss, and provide additional guidance on solicitation responses.
