Request for Information (RFI) FA4890RFI06262026-01:
THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. The 505th Command and Control Wing (505 CCW) is requesting information and conducting market research to determine if there are potential sources which have the capability to support the 705th Combat Training Squadron (CTS) Comprehensive Cost and Requirements (CCaR) System's database configuration, administration, and sustainment. This announcement closes at 2:00 p.m. CDT on Tuesday, 21 July 2026. The Government is seeking industry input from all sources (small and large businesses) at this time. Small Business concerns are highly encouraged to respond to this request in order for the Government to determine if this acquisition should be a total small business set aside. Please identify if a GSA Contract Holder to include contract number. The anticipated North American Industry Classification System (NAICS) for this requirement is 541219 (Other Accounting Services) with a corresponding business size standard of $25.0M. The Government plans to consider all information submitted in response to this Sources Sought Notice.

The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation; although "proposal" and "offeror" are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. This RFI is for planning and market research purposes only and should not be considered as a request for proposals or as a solicitation to do business with the Government.

Air Combat Command, Acquisition Management Integration Center (ACC AMIC) PKBC-OL (505 CCW/PK), Hurlburt Field, FL, is in the process of determining the acquisition strategy to obtain non-personal services to support 505 CCW requirements. CONUS and OCONUS travel may be necessary. A DD-254 will be required.

Performance will consist of a Phase-In/Transition period (length of Phase-In period is to be determined (TBD)), one (1) base period, and four (4) one-year option periods. The Government anticipates making award on or about 21 December 2026, with the actual contract performance starting 21 February 2027. The Request for Proposal (RFP) release date is TBD. A draft Performance Work Statement (PWS) is posted in conjunction with this RFI.

This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services.

All interested parties should submit a capabilities package (please limit to no more than 10 pages total) that provides: 1) sufficient technical discussion and technical detail to establish the soundness of the proposed approach to meet the requirements of the PWS, and 2) outlining your company's key business abilities relevant to the performance of this requirement.

Background
The 505th Command and Control Wing (505 CCW) is conducting market research to identify potential sources capable of supporting the 705th Combat Training Squadron (CTS) Comprehensive Cost and Requirements (CCaR) System. The goal is to obtain non-personal services for database configuration, administration, and sustainment. This request is part of the planning process and does not constitute a formal solicitation.

Work Details
The contractor will be responsible for the following tasks:
1. Database configuration, administration, and sustainment of the CCaR System.
2. Monthly performance assessments based on defined performance objectives.
3. Handling of classified data in accordance with AF and DoD security regulations, including completion of mandatory security training.
4. Development and maintenance of a Quality Control Plan to ensure compliance with contract requirements.
5. Timely delivery of reports including a Monthly Status Report detailing tasks completed, system upgrades, and funds status.
6. Participation in Program/Project Management Reviews as the primary representative responsible for all work awarded under this contract.
7. Compliance with Section 508 of the Rehabilitation Act to ensure accessibility for federal employees and the public with disabilities.

Bidder Requirements

1. A CCaR Analyst with at least three years of hands-on experience with CCaR and one year as a Certified CCaR Administrator.
2. Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook).
3. Fluency in English (reading, writing, speaking).
4. Compliance with security clearance requirements as outlined in DD Form 254.
