RFI No. 07-0004 The purpose of this Request for Information (RFI) is to solicit feedback from industry concerning the attached DRAFT Performance Work Statement (PWS) for NETCENTS services. The Department of the Air Force, HQ 754th Electronic Systems Group (ELSG), Maxwell AFB-Gunter Annex AL is conducting research to determine qualified, experienced, and potential interested sources. The information requested by this RFI will be used solely within the Air Force to facilitate decision making and will not be disclosed outside the agency. The determination of a procurement strategy, based upon the comments submitted in response by interested parties to this RFI, is solely within the discretion of the government. Response to this RFI is strictly voluntary and will not affect any corporation's ability to submit an offer if a solicitation is released. THIS RFI IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT A SOLICITATION, AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE AIR FORCE TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, Request for Information or Solicitation for Planning Purposes is incorporated by reference into this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. Responses shall be electronically submitted and should include the company name, address, and point of contact information. Responders to this invitation are asked to provide their technical capability information; limited to 10 pages. Page size shall be 8.5 x 11 inches, not including foldouts. The text shall be 12 points, Times New Roman; margins shall be 1 inch on the top and bottom, with 3 4 inch side margins. Interested Firms should indicate whether they are a Large Business, U.S. or Foreign owned, Small Business, Very Small Business, Small Disadvantaged Business, 8(a) Program Small Bus! iness, Women-owned Small Business, HUB Zone Small Business, Veteran-owned Small Business, Service-disabled Veteran-owned Small Business and/or a Native American Small Business capable of performing this effort. LINE CARDS WILL NOT BE ACCEPTED. The Air Force is planning an industry day to discuss the NETCENTS 2 services proposed strategy and draft requirements, tentatively scheduled for 27 and 28 September 2007. An industry day notice will be posted at a later date. Prior to the industry day conference, participants will be allowed to submit questions, comments, advice, and additional feedback. All information received in response to this RFI that is marked "Proprietary" will be handled accordingly. Responses to the RFI will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
