Description

This is a market survey for the MSC TacFLIR 380-HD Camera Upgrade.

The contractor shall upgrade 4ea TacFLIR 380-HD camera originally configured for the legacy Mobile Surveillance Capable (MSC) system to match the capabilities of next-generation MSC-Lite system.

The contractor will upgrade four (4) TacFLIR 380-HD cameras in FY25, (part number 3290004-627) to the current MSC-L system configuration (part number 3290004-864).

The attached DRAFT Statement of Work (SOW) outlines the objectives and requirements needed to complete the upgrade. The government does not own the TacFLIR data rights.

It is the FAA's intent to develop, award, and administer a contractual agreement on behalf of Customs and Border Protection (CBP) in order to support this effort.

Responses to this market survey will be used for informational purposes only. This is not a Screening Information Request or Request for Proposal of any kind. The FAA is not seeking nor accepting unsolicited proposals at this time. Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendors' expense.

At this time the nature of the competition has not been determined.

The FAA requires the following (limited to 30 pages) from interested vendors based on the attached draft SOW:

1. Clearly state whether or not you can meet all of the requirements of the attached draft SOW.

2. Capability Statement - This document should identify:

Type of services provided by your firm

Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance)

Number of years in business

3. Business size

Background
The Federal Aviation Administration (FAA) intends to develop, award, and administer a contractual agreement on behalf of Customs and Border Protection (CBP) to upgrade four TacFLIR 380-HD cameras originally configured for the legacy Mobile Surveillance Capable (MSC) system.

The goal of this contract is to enhance the capabilities of these cameras to match the next-generation MSC-Lite system, thereby improving resolution and zoom capabilities while achieving significant cost savings by upgrading existing equipment instead of purchasing new cameras.

Work Details
The contractor will perform the following tasks to upgrade four TacFLIR 380-HD cameras (part number 3290004-627) to the current MSC-L system configuration (part number 3290004-864):
1. Upgrade IR Sensor:
- Install new detector, optics, wire harnesses, and processing boards.
- Calibrate IR detector/sensor using an Extended Area Blackbody, including variant pixel correction.
- Adjust cooled IR detector temperature from 77K to 75K for improved image quality and sensitivity.
- Boresight each field of view for proper parallel target alignment.
2. Upgrade EO Camera:
- Install new EO detector, optics, harnesses, and mounting hardware.
- Perform variant pixel correction and complete horizon adjustments for rotational alignment.
- Boresight each field of view for proper parallel target alignment with back focus adjustments for sharp image quality.
3. Software Update:
- Upgrade software from P/N 4134232-80 2.11.0, config 104, to P/N 4218566-80 2.11.0, config 107.
4. Settings Changes:
- Update laser firing regions to prevent damage to range receiver.
- Ensure correct baud rate and aux switch settings; set digital video output to 1080p.
5. Blending Enabled:
- Adjust blending offsets for proper alignment of fused live video feeds.
6. Infinity Focus:
- Ensure all fields of view are roughly in focus upon initial target acquisition.
7. Other Hardware Changes:
- Change video cable port locations; perform payload balancing; replace part number label.
8. Additional Checks and Validation:
- Test laser range finder and laser pointer; eliminate Foreign Object Debris (FOD); conduct full operational checkout; perform overnight burn-in.
9. Cleaning:
- Clean external windows; touch up scuffs/scratches on TFU coated finish; clean coated finish.
10. Purge:
- Purge air and pressurize with dry nitrogen for a minimum of one hour.

Period of Performance
The upgrades are scheduled to be completed in Fiscal Year 2025.
