In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.2.4 and AMS Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. The Procurement Support Branch, AFB-250 is developing a follow-on acquisition to the AVS Safety, Analytical and Technical Support Services contract on behalf of Aviation Safety (AVS). The FAA is seeking interested sources that are capable of providing Safety, Technical and Analytical Support Services to the FAA. This support is for follow-on services for FAA organizations to support safety-related programs for the FAA that fall within AVS oversight. It is contemplated that this requirement will be competed under full and open competitive procedures. This market survey also seeks to identify potential vendors for this contract including groups of business teams. This market survey is being conducted in order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set-aside the competition.

The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 541990, All Other professional, Scientific and Technical Services with a size standard of $14 million.

The FAA intends to have a resultant Indefinite Delivery/Indefinite Quantity/Labor Hour/Time and Material contract in place in 2026. All responses (one per company) are to be provided on company letterhead and limited to a total of 10 typewritten pages. No font less than 11 point may be used.

The anticipated contract period is five (5) years and the Base Year is expected to begin February 20, 2026. The anticipated number of labor hours for the support requirements are estimated at 131,690 over the life of the contract.

Background:

The Associate Administration for Aviation Safety (AVS) oversees the safety of the world's largest, most complex aviation system an aviation system that affects millions who fly for business and pleasure. AVS does this through programs to promote continued operational safety (surveillance, oversight, education, inspections), establish safety rules and regulations (rulemaking), and certify the aviation competency of people (pilots) and organizations (individual airlines) and airworthiness of aircraft and equipment.

PURPOSE:

This market survey is to provide information for the FAA to consider in choosing the method and type of procurement competition full and open; limited; or sole source. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures.

The FAA requires the following information from interested small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program.

In order to make this determination the FAA requires the following information from interested vendors:

CAPABILITY STATEMENT:

All responders must provide a Capability Statement that addresses the following (in order):

a. Type of services provided by your firm.

b. Size and type of services provided under previous contracts for support services that are similar in scope. Provide detailed information and past performance information for at least three (3) previous contracts including program title, customer name, project dates, project value, customer point of contact, and description of work performed.

c. Any active GSA Support Service Contracts (MOBIS, etc). Identify contract number, period of performance, scope and contract value.

d. Any active Government-wide Agency Contracts (eFAST, SE2025, etc). Identify contract, period of performance, scope and contract value.

e. Demonstrate experience/capability for the requirements and each of the tasks in the attached Statement of Work (SOW).

f. Respondent's ability to recruit and retain highly capable national and international talent to complete work without delay, and also have access to additional resources, skills, subcontractors, etc, if necessary to perform the contract. Ability to provide personnel to meet the SOW minimum qualifications for Senior Program Manager. If subcontracting, teaming, or partnering arrangements are anticipated, those arrangements must be identified, as well as the estimated percentage of the total effort that each subcontractor, partner, or team member will provide of the total effort.

g. Cost and schedule management controls to be used in the performance of the contract.

h. Approach to ensure a smooth transition.

i. Business Size: Large, Small, or SDVOSB or 8(a).

Place of Performance
