Title: Personal Assistance Services (PAS), Region 2. EPA, R2, requires Personal Assistance Services (PAS) commercial services. The PAS provider shall provide non-medical, non-work task assistance, enabling the employee to perform activities they would typically handle themselves. Fulfilling the agency's obligations under Section 501 of the Rehabilitation Act of 1973. Non-personal services.
Background
The U.S. Environmental Protection Agency (EPA), Region 2, is seeking to fulfill its obligations under Section 501 of the Rehabilitation Act of 1973 by providing Personal Assistance Services (PAS) for one federal employee with targeted disabilities. This initiative aims to ensure that individuals with disabilities receive necessary support to perform essential job functions, thereby promoting inclusivity and compliance with federal regulations regarding employment discrimination based on disability.

Work Details
The contractor will provide non-medical Personal Assistance Services (PAS) to assist an EPA employee with targeted disabilities in performing activities of daily living during work hours. The services include, but are not limited to: assistance with removing and putting on clothing, eating, using the restroom, and other daily tasks that the employee would typically handle independently if not for their disability.

Coverage will be provided at the employee's residence, agency offices, and during work-related travel. The contractor must ensure uninterrupted service coverage through a comprehensive management plan that includes a transition plan, coverage plan for staffing challenges, quality assurance measures, and an emergency response plan.

Period of Performance
The contract will be performed over a base period from October 1, 2026, to September 30, 2027, with options for four additional one-year periods extending through September 30, 2031.

Place of Performance
The primary place of performance will be the employee's residence in New York, NY. Services may also be conducted at the EPA office located at 290 Broadway, New York, NY 10007. Travel may be required for work-related activities.

Bidder Requirements
Bidders must be Women-Owned Small Business (WOSB) or Economically Disadvantaged WOSB concerns. The contractor's personnel must not have any supervisory or evaluative relationship with government employees and must comply with Section 508 requirements for accessibility. Additionally, bidders should demonstrate past performance in similar services and provide a detailed pricing proposal that adheres to the Service Contract Act wage determinations.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, with Millbrook Support Services holding prior Region 2 Personal Assistance Services (PAS) contracts under 68HE0224C0003 ($110,817; 10/01/24–03/31/26) and 68HE0226C0001 ($49,920; 04/01/26–09/30/26). The prior awards describe providing non-medical PAS required under Section 501 of the Rehabilitation Act for an EPA employee with targeted disabilities, and the current requirement similarly calls for non-medical assistance with activities of daily living during work hours at the employee’s residence and agency locations. The continuity in service type, purpose, and customer (EPA Region 2 PAS) suggests the new effort may be a continuation or follow-on period of the same support services.
