Medical Grade Bulk Oxygen Service and Rental for Perry Point

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the provision of medical grade bulk liquid oxygen and associated tank rental services for the Perry Point VA Medical Center. The goal of this contract is to ensure a reliable supply of medical grade oxygen, which is critical for patient care in a healthcare facility. This requirement is being procured under the Acquisition of Commercial Products, and the contract will span five years, consisting of a base year and four option years.

Work Details
The contractor shall provide the following services and products:
1. **Delivery of Bulk Liquid Oxygen**: Monthly delivery of 1,500 Hundred-Cubic Feet (CCF) of liquid oxygen, with an estimated yearly total usage of 18,000 CCF.
2. **Tank Rentals**: Rental of two (2) 3,000 Gallon Medical Grade Liquid Oxygen Tanks and two (2) 525 Gallon backup tanks at Perry Point VA Medical Center's Buildings 14H and 23H.
3. **Telemetry Services**: Implementation of a tank level monitoring system that automatically alerts when refills are needed.

All products must comply with FDA standards and NFPA regulations. The contractor will be responsible for providing a contractor-owned tank system with appropriate backup systems, ensuring that all components support compliance with healthcare facility codes.

Period of Performance
Base Year Period: 10/01/2026 to 09/30/2027; Option Year One Period: 10/01/2027 to 09/30/2028; Option Year Two Period: 10/01/2028 to 09/30/2029; Option Year Three Period: 10/01/2029 to 09/30/2030; Option Year Four Period: 10/01/2030 to 09/30/2031.

Bidder Requirements
Bidders must be qualified firms capable of providing medical grade liquid bulk oxygen systems compliant with NFPA standards. They must also have the capability to provide automatic monitoring systems for tank levels and ensure timely deliveries as per specified requirements. Additionally, contractors must perform in-service training for VA staff regarding the operation and emergency procedures related to the oxygen systems.
