Background
The Department of Energy (DOE) is seeking to establish a reliable supply chain for high-assay, low-enriched uranium (HALEU), including a domestic deconversion capability. This is part of the DOE's High-Assay Low-Enriched Uranium (HALEU) Availability Program, implementing Section 2001 of the Energy Act of 2020, with the objective to support the availability of HALEU for civilian domestic research, development, demonstration, and commercial use. The acquisition derives authority from the Atomic Energy Act of 1954, as amended, and section 646 of the Department of Energy Organization Act.

Work Details
The contract is for HALEU deconversion services and associated services for enriched HALEU acquired under the enrichment action. The contractor shall furnish all personnel, facilities, equipment, materials, supplies and services specified in the contract and any Task Order (TO) furnished by the Contracting Officer (CO). The work will be specified through issuance of TOs and authorized by the CO. The IDIQ contract period of performance consists of one period of ten years.
Each TO will describe the type of work to be performed with associated work products or deliverables, due dates, quality requirements, and unique requirements. The overall contract ceiling is $800,000,000.

Period of Performance
The IDIQ contract period of performance consists of one period of ten years.

Place of Performance
All deconversion and subsequent storage must occur in a physical location within the continental United States.
