The Office of Public Trust is issuing a justification for a sole source award to Axon Enterprise for the provision of a fully integrated hardware to software ecosystem. This decision is based on the need for a secure, scalable, and integrated solution that supports Federal law enforcement operations across diverse jurisdictions. Axon has demonstrated a comprehensive understanding of these needs and has been identified as the only vendor capable of fulfilling the requirements without incurring substantial duplication of costs or unacceptable operational disruptions.

The system is essential for managing evidence from capture through case resolution, ensuring evidentiary integrity, and maintaining chain-of-custody standards.

Work Details
The contract involves the delivery of Axon Evidence, a FedRAMP High authorized, cloud-native Software as a Service (SaaS) platform hosted within Microsoft Azure Government infrastructure. Key features include:
- Integration with Body Worn Cameras (BWC) and TASER energy weapons.
- Capabilities such as evidence management, redaction features, auto-transcription, search abilities, and evidence sharing.
- Audit trails, evidence tracking, agency settings, user settings, device settings, data security and access controls.
- The Axon Body Solution includes ruggedized BWCs with integrated LTE, Wi-Fi, and GPS connectivity.
- The system ensures encryption in transit and at rest using CJIS and NIST aligned standards.

Bidder Requirements
Axon Enterprise must provide a fully integrated body worn camera system that meets interoperability, cybersecurity, evidentiary integrity, operational continuity, and FedRAMP High compliance requirements. There are no other contractors identified that can meet these specifications without significant risk to operational reliability.
