Page 4 of 4 The Department of Veterans Affairs, Network Contracting Office 15 intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Abbott Laboratories located 200 Abbott Park Road, IL 60064. Abott Laboratories will establish a Cost-Per Reportable Result (CPRR)/ Cost per Test (CPT) Blanket Purchase Agreement (BPA) for Automated Chemistry Immunochemistry Instrumentation and automation to support workflow. The BPA shall be under the FSS Contract, FSC (Federal Supply Class) Group 66 III Cost-Per-Test(CPT)/Cost Per Reportable Result(CPRR), Clinical Laboratory Analyzers. Contractor agrees to the following terms of the BPA exclusively with the VISN 15 facilities listed in Attachment A. However, as requirements change, facilities within VISN 15 may be added or deleted by supplemental agreement of the Government and the Contractor. Additional tests/reagents/instrumentation may be added to the BPA as new technology becomes available on the market and added to the base FSS contract. Abbott Laboratories was awarded a base year plus 4 option year contract with a period of performance of 7/01/2018 to 06/30/2023 however the underlying FSS contract expired October 30,2018. Due to the time and resources expended to install and customize the facility to conform to Abott Laboratories specific equipment, the government intends to utilize this established system rather than waste the time and financial resources expended so far to initiate a new system. The NAICS code is 334516 with a size standard of 1,000 employees. The solicitation number is 36C25522Q0004. This action will result in a Firm-Fixed Price contract with a period of performance of twelve (12) month Base year plus four (4) option years. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement NLT December 1, 2021 at 3:00 PM CST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement, Notice of Intent. If after December 1, 2022 no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Abbott Laboratories. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
