The Network Contracting Office (NCO) 8 Orlando intends to solicit and award an acquisition for a Cost Per Test - Chemistry Laboratory Automated System for: Department of Veterans Affairs Orlando VA Healthcare System 13800 Veterans Way Orlando FL 32827 The primary North American Industry Classification System (NAICS) code applicable for this acquisition is 325413, In-Vitro Diagnostic Substance Manufacturing with a related size standard 1,250 employees. The proposed action is for an Indefinite Delivery Contract, which will be advertised as an unrestricted-insufficient small business. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07 dated 08/10/2022. Background
The Department of Veterans Affairs, Orlando VA Healthcare System, has a requirement for a Clinical Laboratory Chemistry Automated Systems Cost Per Tests (CPT) for the listed items. The contract is for a single fixed-price indefinite quantity contract with a 12-month base and four 12-month options. The guaranteed minimum contract amount is $125,000.00, and the maximum contract amount shall not exceed $15,000,000.00.

Work Details
The desired instrumentation shall have the capability of performing all tests defined in Attachment A. The instrument shall have random access capability (if discrete testing is required) and be able to simultaneously perform the complete profile meeting the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI).
The Contractor is required to provide a continuously stocked inventory of reagents and standards. Vendor provided controls, supplies, disposables and any other materials, to include replacement parts, required to properly perform tests on the equipment such that equipment operations are not interrupted.

Period of Performance
The contract includes a 12-month base period with four 12-month options.

The primary site for performance is at the Department of Veterans Affairs, Orlando VA Healthcare System.
