Equipment - Visible Light Optical Coherence Tomography - SALT LAKE | EDA: 3/31/23

The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with Opticent Health. The requirement is for the procurement of Visible-Light OCT Imaging System for Small Animal Research. The requirement is for the contractor to provide service and ship required equipment (all components that make up this system) to the Salt Lake City VA Medical Center, Research and Development Service, Salt Lake City, UT 84148. This procurement shall be inclusive of shipping and handling charges (FBO Destination). This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements and VHAPM Part 813.106-1(b), Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that Opticent Health is the only contractor that can provide this specific equipment and associated service required by the Research and Development Service at Salt Lake City VA Medical Center. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Wednesday, March 22, 2023, (4:00 PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
