Background
The Department of Veterans Affairs is seeking to improve the veteran experience by providing faster turnaround times for respiratory virus testing through the acquisition of an automated rapid multiplex real-time, reverse transcriptase polymerase chain reaction (RT-PCR) test system. This system will be utilized at various Community Based Outreach Clinics (CBOCs) to enhance patient outcomes by enabling timely diagnosis and treatment of respiratory viral infections, including SARS-CoV-2, Influenza A/B, RSV, and Strep A.

Work Details
The contractor shall provide FDA-approved or FDA-authorized under an EUA, CLIA-waived, rapid, PCR-based point-of-care analyzers and assays for the detection of SARS-CoV-2, RSV, Influenza A & B viruses, and Strep A in nasal swab specimens. The contract includes:
- Six (6) RT-PCR test instruments
- Reagents and service agreement for testing clinical laboratory specimens on a reagent rental agreement (cost per test/cost per reportable).
- Minimum guarantee for this contract is $115,000.00 with a ceiling amount of $800,000.00 for the entire life of the contract.
- The offered system must meet or exceed the following salient characteristics:
- Must utilize rapid PCR-based molecular technology.
- Must be CLIA waived for point-of-care use.
- Must provide simultaneous detection of SARS-CoV-2, Influenza A/B, RSV, and Strep A.
- Must deliver results within 30 minutes.
- Must support bidirectional communication with facility LIS/EHR.

Period of Performance
Base year option beginning August 1, 2026 through July 31, 2027, with four one-year options for renewal thereafter.

Place of Performance
Various locations including Bob Michel VA Outpatient Clinic in Peoria, Bloomington VA Clinic in Bloomington, Springfield VA Clinic in Springfield, Decatur VA Clinic in Decatur, Mattoon VA Clinic in Mattoon, and Champaign VA Clinic in Champaign.

Bidder Requirements
Contractors must provide evidence that their analyzer and assay meet specific requirements including FDA approval or authorization under an EUA; capability to produce rapid (~30 minutes), accurate results; compliance with CLIA-waived testing standards; and ability to connect with existing Laboratory Information Systems (LIS). Vendors must also ensure that all consumables are compatible with the analyzer without additional proprietary hardware.
