Description

The Veterans Health Administration, Network Contracting Office 15 intends to solicit from a single source IAW 41 USC 3304(a)(1) as implemented by FAR 6.302-1 to enter into five-year requirements contract for the BioFire FilmArray Torch System and its Reagents and Verification panels. Period of performance: 12 months base and four 12 months option periods. Base: 10/01/2023-09/30/2024 Option Year 1: 10/01/2024-09/30/2025 Option Year 2: 10/01/2025-09/30/2026 Option Year 3: 10/01/2026-09/30/2027 Option Year 4: 10/01/2027-09/30/2028 Basic description of the requirement: The VA is currently seeking requirements contract for PCR instrumentation, maintenance service and reagents for the diagnoses of Blood culture. (BCID), Joint Infection (JI), Meningitis/Encephalitis, Pneumonia, Respiratory (RP) and Gastrointestinal (GI) infections. This will also include the Verification Panels appropriate. The government has determined the Biofire FilmArray Torch System as the only FDA approved system that can meet our requirement. This will be a firm-fixed price requirements contract directly to the manufacturer. The NAICS code for this requirement is 334516 Analytical Laboratory Instrument Manufacturing Intended Source: BioFire Diagnostics, LLC 515 Colorow Drive Salt Lake City, Utah 84108 UEI: TBBNREFT3LD3 THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement by Aug 28, 2023, at 10:00AM Central Standard Time (CST). The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE BIOFIRE TORCH CONTRACT in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist Robert Bleichner at robert.bleichner@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
