Description

Pursuant to Federal Acquisition Regulation (FAR) Subparts 8.405-6 (a)(2) and 5.301, this notice is to post the redacted Limited Sources Justification for the award of a short-term fixed price Blanket Purchase Agreement (BPA) under the statutory authority as implemented by FAR Subpart 8.405-6 (b)(3) to the incumbent contractor, Beckman Coulter, Inc. This BPA is established for the continued provision of automated chemistry/immunochemistry testing instrumentation, reagents, and supplies in support of Veterans Service Network 16 (VISN 16) medical centers and outpatient clinic laboratories.
Background
The Veterans Service Network 16 (VISN 16) is seeking to establish a short-term fixed price Blanket Purchase Agreement (BPA) with Beckman Coulter, Inc. for the continued provision of automated chemistry/immunochemistry testing instrumentation, reagents, and supplies. This BPA is necessary to support the medical centers and outpatient clinic laboratories within VISN 16, ensuring that critical testing services remain available for veterans.

Work Details
The BPA will cover the following provisions:
- Continued provision of 43 automated clinical laboratory instruments, including 4 automation lines, decappers and recappers, aliquoters, and refrigerated stockyards.
- Supply of 36 Remisol data management systems, reagents, calibrators, controls, and training.
- Preventative maintenance and emergency repair services for all testing instrumentation.
- Remote troubleshooting and interfacing of test results into the VA VistA lab package for clinician viewing in electronic medical records.
- The instrumentation is already validated for use at each participating laboratory with trained staff ready to perform patient testing.
- Beckman Coulter has a current VA approved Memorandum of Understanding/Interconnectivity Security Agreement (MOU/ISA) in place.

Period of Performance
The effective date of the BPA is February 1, 2022. The base period is set for six months with an option for an additional six months.

Place of Performance
The services will be performed at 8 medical centers and 20 outpatient clinic laboratories within the Veterans Service Network 16.
