Request for Information
The US Environmental Protection Agency (EPA) is conducting market research to identify sources capable of providing an Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) system meeting the attached draft minimum requirements.
This notice is issued solely for market research and acquisition planning purposes. It is not a solicitation, request for quotation, or request for proposal. Responses are not offers and cannot be accepted by the Government.

Background
The US Environmental Protection Agency (EPA) is conducting market research to identify sources capable of providing an Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) system. This initiative aims to replace an outdated instrument used for analyzing metals in environmental samples, ensuring compliance with EPA methods 200.7 and 6010D.

Work Details
The EPA Region 10 Laboratory seeks to procure a new ICP-OES system with the following minimum specifications:
- The instrument must be new (not refurbished), with all parts being OEM or OEM authorized.
- Continuous wavelength range from 167nm to 820nm (or wider).
- Ability to collect both axial and radial views without physical intervention.
- Detector technology that prevents blooming and allows for true simultaneous collection of signals across analytical wavelengths.
- Resolution of < 7 pm at 200 nm and baseline resolution for the thallium doublet (190.856 and 190.870 nm).
- Thermostatically controlled polychromator, vertical torch orientation, self-aligning torch, flow-controlled nebulizer, and equipped with a cyclonic spray chamber and concentric glass nebulizer.
- An autosampler with at least 4 configurable racks for different tube/vial sizes.
- Included supplies such as a desktop PC, software, recirculating refrigerated chiller, peristaltic pump, fittings for automated internal standard introduction, and UL listed power cords.
- Software must support Windows OS, control plasma ignition/shutdown, automatically tune the instrument, store/recall optimized parameters, flag outliers, and export results to Excel.
- Installation must include shipping, on-site installation, a combination warranty/service contract covering 5 years including parts/labor/travel for repairs by certified engineers, two days of onsite training, unlimited technical support, and at least one preventive maintenance per year.
