NOI to Sole Source for Mesacare On-Prem Plan

Background
The Region 6 Laboratory Services and Applied Science Division (LSASD) of the Environmental Protection Agency (EPA) is responsible for providing high-quality analytical services that support environmental and public health protection programs.

The LSASD analyzes environmental samples to detect hazardous materials in various matrices. To maintain accurate sample analysis, LSASD employs the ViewPoint Environmental Monitoring System, which requires annual calibration and validation to uphold ISO 17025:2017 accreditation and drinking water certification. Mesa Laboratories, Inc. has been identified as the sole source provider for these calibration and maintenance services under a MesaCare Complete On-Prem Service Plan.

Work Details
Mesa Laboratories shall provide all necessary labor, equipment, materials, supervision, and expertise to perform on-site calibration of all ViewPoint hardware components and software validation services. The services include:
- ViewPoint Pro (On-Prem) Software License & Software Upgrades
- 24/7 Technical Support and e-learning User Training
- Annual Onsite NIST 1-Point OVIC (Calibrations)
- Hardware Firmware Updates
- Annual Sensor Battery Replacements
- Qualification Validation Protocols (electronic)

Deliverables include a System Configuration Report after each service documenting all calibration and validation work performed, including anomalies or corrective actions. The report must be suitable for audit and regulatory review, provided in electronic format (PDF), with copies sent to the Contracting Officer Representative (COR) and Alternate COR (ACOR). Additionally, Mesa Labs must provide a current Certificate of Insurance listing 'Deer Creek Investments L.P.' as the Certificate Holder.

Period of Performance
The anticipated period of performance for this contract is from February 16, 2026 through February 15, 2030, consisting of a one-year base period and three option periods.

Place of Performance
The services will be performed at the Region 6 Laboratory Services locations.
