Description

The United States Geological Survey (USGS) Reston Acquisition Branch intends to award a non-competitive indefinite delivery contract to OTT Hydromet Corp, located in Sterling, Virginia, for hydrologic instruments, equipment, and repairs in accordance with FAR 6.302-1. The equipment and repairs will be delivered to the USGS Hydrologic Instrumentation Facility, Stennis Space Center, Mississippi, 39529. The contract has a period of performance will be five years from the date of award and an estimated maximum price of $46.25 million.
There are no option periods.
All equipment and instruments that will be procured and repaired with this contract are commercial items. These items are essential components of the USGS national stream gaging network. This network, and the data it produces, is a major element of the overall mission of the USGS. The equipment and instruments required for the operation of this network are highly specialized and must meet rigorous requirements for accuracy, operation in demanding field conditions, and interoperability with existing network infrastructure. The required equipment integrates into other systems in the USGS which includes SDI-12 (a communications protocol for environmental sensors and data acquisition systems) which provides continuity of data collection activities. New equipment must be built/calibrated the same as existing equipment to ensure an apples-to-apples comparison of previously collected data. If other equipment is introduced which is built/calibrated to different specifications, new data will be skewed prohibiting accurate comparisons to the long-term data set.
The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only One Responsible Source and no Other Supplies or Services Will Satisfy the Agency Requirements. All responsible sources may submit a response to this notice by no later than the response date of this announcement which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date of the contract is 07/30/2024.
