Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is PR-OECA-25-00377 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000.00 employees.
This requirement is unrestricted and only qualified sellers may submit bids.

Background
The U.S. Environmental Protection Agency (EPA) - HQ Acquisition Division (HQAD) is seeking to procure a gas analyzer as part of its mission to monitor and regulate air quality.

The goal of this contract is to acquire a G2204 gas analyzer capable of measuring concentrations of H2S gas, CH4 gas, and water vapor to ensure compliance with existing and future air emission regulatory requirements.

Work Details
The contract requires the delivery of a G2204 gas analyzer with the following specifications:
- Capable of measuring concentrations of H2S gas, CH4 gas, and water vapor (H2O).
- Utilizes Cavity Ring-Down Spectroscopy (CRDS) technology for time-based laser measurement.
- Guaranteed precision: 0.5 ppb + 0.05% of reading for CH4; 1 ppb + 0.1% of reading for H2S.
- Lower Detectable Limit: 1.5 ppb for CH4; 3 ppb for H2S (3 standard deviations over 5 min).
- Stability: <2 ppb CH4 / <3 ppb H2S over 24 hours without rezeroing.
- Measurement interval: approximately 5 seconds; rise/fall time ≤ 5 seconds.
- Automatic water correction and no reference gas needed.
- Field deployable, lightweight, includes external pump and free remote support.
- Capability to measure H2S concentrations from 20 ppm to at least 300 ppm.
- Dimensions: 17” w x 7” h x 17.5” d, designed for easy installation in existing GMAP rack systems.
- Manufacturer-provided warranty for 13 months and backwards compatibility with existing NEIC GMAP equipment.
