Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) for a Dry Cargo Time Charter. The goal of this contract is to secure vessel(s) capable of meeting specific transportation requirements for military cargo, including wheeled vehicles, tracked vehicles, and breakbulk. This procurement is being conducted under Contracting by negotiation.

Work Details
The contractor will provide U.S. or foreign flag, self-sustaining Roll-on/Roll-off vessels capable of carrying a minimum of 105,000 square feet of military cargo. The vessels must have a minimum laden speed of 15 knots. The contract includes the following tasks:
1. Delivery of vessels to Charleston, South Carolina, and redelivery in Melbourne, Australia.
2. Charter period is approximately 66 days for each vessel.
3. Laydays are set from July 25 to July 30, 2026.
4. Each vessel must have at least two supercargo onboard.
5. Submission of a detailed stow plan that includes vessel trim and stability calculations.
6. Compliance with all requirements outlined in the solicitation and proforma documents.

The contract will be performed over a period of approximately 66 days per chartered vessel, with laydays commencing on July 25, 2026.

Place of Performance
Charleston, South Carolina (USA) for delivery and Melbourne, Australia for redelivery.
