NOTICE OF INTENT
This is a notice of intent to solicit from a single source.
The US Geological Survey (USGS) intends to award a purchase order to RieglUSA in Winter Garden, Florida for a 3D laser scanner with the following Salient Characteristics:
Required Salient Characteristics
Range and Data Collection Speed:
o Provides a range of 900 meters at 20% reflectivity at 300 kHz.
o Provides a range of 400 meters at 20% reflectivity at 1,200 kHz.
o Provides a range of 360 meters at 20% reflectivity at 1,200 kHz.
Multiple Returns per Laser Pulse:
o Collects five or more returns per outgoing laser pulse.
o Provides online waveform processing for vegetation and similar conditions at a range of 150 meters.
Horizontal Field of View:
o Provides a 360-degree rotational field of view (FOV).
Vertical Field of View:
o Provides a vertical FOV greater than 100 degrees.
Angle Measurement Resolution:
o Provides an angle measurement resolution of no more than 0.0007 degrees (2.5 arcseconds).
Accuracy:
o Provides measurement accuracy of 5 mm or better.
Precision:
o Provides measurement precision of 3 mm or better.
Human Interface:
o Includes an onboard touchscreen.
o Provides remote control capability using a mobile device.
Simultaneous Image Collection:
o Provides onboard or external cameras for image collection in both static and mobile scanning modes.
Onboard Orientation Sensors:
o Includes an electronic compass and other orientation sensors for real-time scan registration.
o Supports mobile scanning when connected to an external GNSS system operating in RTK or PPK mode.
GNSS Integration:
o Integrates with external high-accuracy GNSS RTK global positioning systems.
o Includes an RTK GNSS antenna and required accessories.
Weight:
o Weighs less than 10 kg, including batteries, to support remote scanning of geological research field sites.
Power Supply:
o Uses batteries that provide more than 8 hours of operation.
o Includes multi-battery charging capability.
Environmental Protection:
o Provides an IP64 or better protection rating.
Laser Type:
o Uses a Class 1, near-infrared laser.
Data Storage:
o Includes 1 TB SSD storage or greater.
Required Accessories and Software:
o Includes data connection and power cables.
o Includes a tripod, mounting adapters, and protective case.
o Includes external cameras for mobile mapping and internal cameras for static mapping.
o Includes an RTK GNSS antenna and all required accessories for mobile mapping.
o Includes required mobile mapping and RTK/PPK GNSS processing software.
Training:
o Includes training for mobile mapping, which may be provided remotely.
Award will be made in accordance with Federal Acquisition Regulation (FAR) procedures at FAR Part 12 entitled, Acquisition of Commercial Items. Innovasea Marine Systems Canada Inc. is, to the knowledge of the USGS, the only source who can provide this proprietary equipment that is compatible with existing systems.
This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
The NAICS code 334516 Analytical Laboratory Instrument Manufacturing, and PSC 6675 DRAFTING, SURVEYING, AND MAPPING INSTRUMENTS apply to this announcement.
