Background
The Department of Veterans Affairs, VISN 1, Pathology and Laboratory Medicine Service (P&LMS) is seeking to establish a 5-Year Blanket Purchase Agreement (BPA) for the BioMerieux BioFire; Film Array test panels and reagents specifically designed for the BioMerieux BioFire® FilmArray® Torch System. This contract aims to ensure that the necessary equipment, supplies, reagents, network connections, service, maintenance, and parts are readily available to produce patient results efficiently.

The contract includes the provision of various BioFire test panels and reagents as follows:

- **Film Array GI Panel**: Part Number RFIT-ASY-0116 - 30 tests/kit; Estimated Annual Quantity: 101
- **Film Array ME Panel**: Part Number RFIT-ASY-0118 - 30 tests/kit; Estimated Annual Quantity: 15
- **Film Array Pneumo Panel**: Part Number RFIT- ASY-0144 - 30 tests/kit; Estimated Annual Quantity: 0
- **BIOFIRE® Joint Infection (JI) Panel**: Part Number RFIT-ASY-0138 - Estimated Annual Quantity: 0.

All reagents should have the longest outdates possible, preferably six months before expiration when received on-site. The contractor will provide quarterly reports detailing products and quantities purchased each month. All pricing includes FOB destination with two-day shipping upon order.

NOTICE OF INTENT TO SOLICIT SOLE SOURCE- BioMerieux BioFire; Film Array test panels and reagents for the BioMerieux BioFire FilmArray Torch System. Response Due Date: May 8, by 4:30PM (EST) Requirement: The Department of Veterans Affairs, VISN 1, Pathology and Laboratory Medicine Service (P&LMS) requires a 5-Year BPA for the BioMerieux BioFire; Film Array test panels and reagents for the BioMerieux BioFire FilmArray Torch System. This shall include equipment, as well as all necessary supplies, reagents, network connection, service, maintenance, and parts needed to produce a patient result. Contractor shall provide BioMerieux BioFire, Film Array test panels, reagents, and all necessary pieces. Period of Performance: 08/18/2026 08/17/2031 The authority for this action is FAR 6.302.1-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The intent is to procure the referenced services on a sole source basis. No solicitation will be posted to Contract Opportunities. The North American Industry Classification System code (NAICS) for this requirement is 325413. All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to Sarah.Ballentine@va.gov. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.
