Blood Bank Automation System IDIQ Q&A On page 61 Section B.4 Statement of Work 1. Basic Requirement, it states: The analyzers may be placed in a temporary location for validation and need to be moved to a permanent location after they re validated for use. Contractor will be responsible for moving analyzers for this one time move, at no cost to the Government. Can you please provide information on where the temporary location will be and the permanent location? Will it be the same building, same floor, etc.? Same room but different counter space. Minimal moving required. On page 62 Section B.4 Statement of Work 3. Technical Requirements & Salient Characteristics, it states, "m. Primary analyzer must be capable of performing the following tests" and indicates Crossmatch (IS and AHG) We understand that IS Crossmatch is one of the technical requirements that the primary analyzer 'must be capable of'. We are wondering if you are open to accept other technical solutions that Bio-Rad can offer, such as our IH-500 NEXT which does AHG Crossmatch but does not do IS Crossmatch." No. It has to have a way to perform ABO compatibility outside of IgG card. Unless you have validation stating your IgG card can detect ABO incompatibility.

Background
The Minneapolis VA Health Care System (MVAHCS) is seeking a contract to provide a Blood Bank Automation System for its Blood Bank Laboratory located at 1 Veterans Drive, Minneapolis, MN 55417.

The goal of this contract is to enhance the laboratory's capabilities in blood testing and analysis through the provision of automated and manual blood bank analyzers, along with necessary support services.

Work Details
The contract includes the following requirements:
- One primary automated blood bank analyzer and two backup manual blood bank analyzers, both utilizing column-agglutination based technology for red cell antibody detection.
- An uninterruptible power supply (UPS), installation, validation, training, customer service, technical support, preventative maintenance, equipment service (including parts, labor, and travel), and all shipping costs.
- The analyzers must be FDA approved and capable of performing various tests including ABO/Rh typing, antibody screening and identification, crossmatching, and direct antiglobulin tests.
- The primary analyzer must have a maximum dimension of 31” D x 48” W x 42” H and a sample capacity of at least 10 samples.

A detailed test menu includes:
- ABO Rh and (3 cell) Antibody Screen = 11,000
- ABO Rh = 1500
- Antibody ID = 230
- Donor unit retypes ABO Rh = 300
- Donor unit retypes ABD = 1000
- Anti-C = 200
- Anti-c = 100
- Anti-E = 200
- Anti-e = 25
- Immediate Spin (IS) Crossmatch = 900
- Anti-Human Globulin (AHG) Crossmatch = 600
- Direct Antiglobulin Test (DAT) = 350.

Period of Performance
The contract will span a period of five years with six ordering periods starting from April 1, 2025.

Place of Performance
All products will be delivered to the MVAHCS located at VA Medical Center, Bldg. 70 Warehouse (90D), One Veterans Drive, Minneapolis MN 55417.
