IHC-ISH Staining and Analyzers (CPT)   2

Background
The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network (VISN) 22, is issuing this solicitation for a Blanket Purchase Agreement (BPA) to provide a Cost Per Test (CPT) system for Immunohistochemical (IHC) and In-situ hybridization (ISH) related testing.

The goal is to establish a single-source solution that meets the needs of VISN 22 Healthcare Centers, ensuring compatibility and streamlined operations across multiple facilities.

Work Details
The contractor will provide a complete solution for IHC and ISH testing, which includes all necessary products and services as outlined in Attachment A.

The BPA will cover the following:
1. A comprehensive system capable of conducting all specified tests.
2. Individual billing costs on a per test basis that include reagents, consumables, instrumentation, standard shipping, labor/services, and installation.
3. Participating facilities include:
- VA Loma Linda Healthcare System, 11201 Benton Street, Loma Linda, CA 92357
- VA Albuquerque Healthcare System, 1501 San Pedro Dr SE, Albuquerque, NM 87108
- VA Phoenix Healthcare System, 650 E. Indian School Road, Phoenix, AZ 85012
4. The BPA does not obligate funds but allows for delivery/task orders to be issued as needed.

Period of Performance
Base Period: September 15, 2025 – September 14, 2026; Option Year 1: September 15, 2026 – September 14, 2027; Option Year 2: September 15, 2027 – September 14, 2028; Option Year 3: September 15, 2028 – September 14, 2029; Option Year 4: September 15, 2029 – September 14, 2030.

Place of Performance
Services will be performed at various locations within the VISN 22 Healthcare Centers including California and New Mexico.
