Email responses to Rebecca.Gobble@va.gov Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07. This solicitation is Full and Open Competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 325413, with a small business size standard of 1,250. The FSC/PSC is 6550. The Department of Veterans Affairs, VA Medical Center located at 50 Irving St NW, Washington, DC 20422 is seeking to procure a base plus four option year contract for the purchase of test kits, reagents and supplies to use on a VA owned Thermo Fisher Phadia Instrument. Detailed specifications and requirements are provided in the contained Scope of Work (SOW), Phadia Line Item template, Clauses and Provisions. The award will be to the lowest priced Brand name only. Responses should contain your best terms and conditions.
Background
The Department of Veterans Affairs, Veterans Health Administration, is issuing this solicitation for the procurement of test kits, reagents, and supplies for allergy testing on a Thermo Fisher Phadia instrument at the VA Medical Center located at 50 Irving St NW, Washington, DC 20422.

The goal is to establish a base plus four option year contract to ensure the availability of necessary supplies for effective patient care.

Work Details
The contractor will provide Phadia test kits, reagents, and consumable supplies required to perform allergen and autoimmune testing. Specific tests include:
- Allergen Testing: Alternaria alternata IgE, Aspergillus fumigatus IgE, Bermuda grass IgE, Birch IgE, Cat dander IgE, Cladosporium herbarum IgE, Cockroach IgE, Common ragweed IgE, Cottonwood IgE, Dermatophagoides farinae IgE, Dog dander IgE, Elm IgE, Johnson grass IgE, Maple IgE, Mountain cedar IgE, Mouse Urine Proteins IgE, Mulberry IgE, Oak IgE, Pecan/Hickory IgE, Penicillium notatum IgE, Rough pigweed IgE, Sheep sorrel IgE, Timothy grass IgE.
- Autoimmune Testing: ELIA items including CCP well and controls (positive and negative), dsDNA well and controls (positive), RMP70 well and controls (positive), SM DPS well and controls (positive), thyroid positive controls (IgG/IgA/IgM conjugates), calibrators for various immunoglobulins.

All items must have the longest outdates possible upon order. The contractor must provide Safety Data Sheets (SDS) for all products and notify the laboratory of any recalled reagents within 24 hours.

Base Year: Date of Award – December 31, 2026; Option Year One: January 1 2027 – December 31, 2027; Option Year Two: January 1 2028 – December 31, 2028; Option Year Three: January 1 2029 – December 31, 2029; Option Year Four: January 1 2030 – December 31, 2030.
