This is solicitation notice for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) based on the Revolutionary FAR Overhaul subpart 5.2, Solicitation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and proposals are being requested. This solicitation # 36C24126R0001 is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 (effective 08/27/2025). The Department of Veterans Affairs (VA) has an ongoing program to provide prescription eyeglasses (both dress and safety) for eligible Veterans. The Contractor is to provide prescription eyeglass manufacturing for beneficiaries of all sites of care detailed in the Statement of Work (SOW) and their entire catchment areas (including outpatient clinics) within the VA including all CONUS and OCONUS locations. The solicitation does not include services for opticians. The associated North American Industrial Classification System (NAICS) code for this procurement is 339115, with a small business size standard of 1,000 Employees. The Product Service Code (PSC) is 6540. This solicitation is set-aside for SBA certified service-disabled veteran-owned small businesses (SDVOSBs).
