Background
The Department of Veterans Affairs (VA) is issuing this solicitation for a Brand Name or Equal IOL Consignment Agreement, specifically referencing ALCON Vivity multifocal lenses. The goal of the contract is to provide the Lebanon Veterans Affairs Medical Center with necessary intraocular lenses (IOLs) on a consignment basis, ensuring that the facility has adequate supplies for patient care over a five-year period.

Work Details
The contractor shall furnish all supplies listed in the price schedule on a consignment basis to the Lebanon Veterans Affairs Medical Center located at 1700 South Lincoln Avenue, Lebanon, PA 17042. The products must be available for initial inventory and stocked in a secured area agreed upon by both the contractor and the VA's representative. Key details include:

- **Consignment Period**: Five (5) year ordering period.
- **Initial Inventory**: Products must be placed within ten (10) calendar days after receipt of the fully executed agreement.
- **Inventory Management**: A designated contractor representative will conduct physical inventories at least once per year and report findings to the VA.
- **Replacement Products**: Products will be withdrawn on a first-in first-out basis, with replacements delivered within 3-5 business days after usage.
