This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs Harlingen Medical HealthCare Center in Harlingen, Texas intends to award a brand name or equal contract award for the purchase of Portable Hand-Carried Ultrasound. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 334510 with a size standard of 1,250 employees. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE AMOUNT 0001 1.00 EA Sonimage HS2 V1 Advanced Model L18-4 LINEAR PROBE TO INCLUDE: L18-4LINEAR PROBE NEEDLE VISUALIZE LICENSE DICOM STORAGE LICENSE SONIMAGE STANDARD POLE CART WIRELESS LAN PACKAGE FOOT SWITCH (DUAL) EXTENDED TEXT LIST HS2 VOICE CONTROL PACKAGE PANORAMIC IMAGING STRAIN TISSUE ELASTROGRAPHY LICENSE TO INCLUDE SHIPPING Statement of Work General Surgery Portable Hand Carried Ultrasound Description of Work: This statement of work defines the effort required for VA Texas Valley Coastal Bend Healthcare System (VATVCBHCS), Podiatry Section of Surgical Service to procure one portable hand carried ultrasound for one (1) location. Harlingen is the location requesting in the Podiatry department to facilitate the increased demand for patient care in order to service veterans in a timely manner. Place of Delivery - The vendor shall deliver the described herein to: VATVCBHCS VA Medical Health Care Center Receiving Dock 2601 Veterans Drive Harlingen, TX 78550 POC: TBD Alt POC: TBD Alt POC: TBD Product Requirements for Portable Hand Carried Ultrasound The portable Hand carried Ultrasound must be touch screen 15in monitor with high resolution interface not to exceed 20lbs in weight. Must be musculoskeletal (MSK) focused ultrasound scanner that will help better visualize the musculoskeletal system with superior high frequency 18MHz probe. Must be able to identify and evaluate muscles, tendons, cortical surface, ligaments, and nerves. Imaging modes must include B-Mode (a two-dimensional ultrasound image), B-B split screen mode, duplex power doppler and dolor doppler modes, pulsed wave mode, and M-mode. Portable hand carried ultrasound must provide dual button customized foot switch remote ability to freeze, unfreeze, and save images. Must be able to provide a L18-4 Linear Probe with a minimum of 5yr manufacturer s warranty. Must include license to connect with DICOM Storage Service Class, as well as communication to the network wirelessly. Must be able to provide a min of one-on-one training (in-person or remote) to include machine maintenance/cleaning, entering patient information, starting studies, saving images, reviewing images, comparing images, custom annotation setup, imaging presets, imaging modes, ultrasound guided procedures, and simple needle visualization. Documentation: Contractor shall furnish a delivery manifest once all equipment has been delivered. Payment will not be processed until all equipment has been received by Podiatry Service. Payment will not be processed until a properly completed service report is received. The service report shall contain, at a minimum, the following information: Date and time of contractor s arrival on station to include training at no additional cost to the government. Complete list of instruments and consumable delivered/required The service report shall itemize every item in the specification. Each item shall state a complete description of all work performed concerning the items. Invoicing: Payment to be made by certified invoices and must contain the contract number in addition to the requirements detailed in 52.212-4 (G) to be considered valid. All invoices shall be submitted to the VA Financial Service Center and emailed to the CO. All invoices will reference the purchase order number assigned to the contract.
