National Teleradiology Program NextGen PACS (VA-22-00017790)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. (ii) Request for Quotation (RFQ) 36C10B22R0022 (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06. (v) See Section B below for the Schedule of Deliverables. (vi) See Section B below for the Performance Work Statement. (vii) The period of performance shall consist of a base period from date of award until November 30, 2023, when the system must be fully functional and be able to support all the NTP-specific requirements for NextGen PACS. After the base period, there shall be a total of three (3) 12-month option periods which include ongoing support, sustainment, and system optimization of the NextGen PACS, if exercised. Background
The Department of Veterans Affairs (VA) is seeking a contractor to provide a next-generation Picture Archiving and Communication System (PACS) for the VHA National Teleradiology Program. The PACS is intended to support teleradiology workflow and reading environment, facilitate cross-site image viewing and sharing for Radiology images, and integrate with VA's Electronic Medical Records. The system will be hosted in the VA Enterprise Cloud (VAEC) via Amazon Web Services or Microsoft Azure, following the Cloud First Policy mandated by VA. The deployment with final validation of the NTP NextGen PACS must be completed no later than November 30, 2023.

Work Details
The specific tasks and deliverables include project management, phase one deployment and implementation, ongoing support to the NextGen PACS for option periods 1, 2, and 3, expansion of NextGen PACS to VISNs as an optional task, and ongoing support to the VISN PACS portion of NextGen PACS. The work also involves compliance with various applicable documents such as Federal Information Security Management Act (FISMA), Federal Information Processing Standards (FIPS), Homeland Security Presidential Directive (HSPD-12), NIST guidelines, VA Directives and Handbooks related to security and privacy requirements.

Period of Performance
The Base Period of Performance shall be from the date of award through November 30, 2023. There are also optional periods for ongoing support to the NextGen PACS and expansion of NextGen PACS to VISNs.
