Background
The Department of Veterans Affairs, Network Contracting Office 17 located in Dallas, TX intends to issue a sole source firm fixed priced contract for the Rimage Catalyst II 6000 to Data Distributing LLC, located at 9 Wyeth St, Ladera Ranch, CA 92694. This contract aims to enhance the capabilities of the El Paso Veterans Affairs Health Care System (ELPVAHCS) by providing a fully integrated DICOM Disc Burning System that supports Health Information Management Service (HIMS) Medical Records operations. The goal is to improve workflow efficiency and quality of service in managing patient imaging studies and reports.

Work Details
The contractor shall provide a fully functional DICOM Disc Burning System that includes the following components and specifications:
- Rimage Catalyst Hardware and Sorna and Disco software.
- Support for multiuser environments, DICOM imports, disc production workflows, and embedded DICOM viewers.
- Capabilities to burn studies to CD/DVD media, import legacy or external media, and ensure compatibility with VA imaging systems including VistA Imaging, Radiology PACS, and Cerner.

**Salient Characteristics:**
1. Support DICOM archive and modality worklist queries.
2. Allow multiple simultaneous users with unlimited importing licenses.
3. Enable users to preview images prior to import.
4. Autoroute imported studies to predefined DICOM destinations.
5. Accept HL7 diagnostic reports into disc content.

**Media Burning Requirements:**
- Burn studies to CD/DVD with automatic media selection based on study size.
- Provide high-resolution printed labels with required fields such as Patient Name, Study List and Descriptions, Study Dates, Modality Types, Facility Name/Logo, Disc Creation Date.

**Hardware Requirements:**
- Medium Volume Model: ≥3 input bins (50 discs each), output: 50-disc internal and external bins.
- High-resolution thermal transfer printing capability.

**User Interface Requirements:**
- Web-based interface supporting concurrent multiuser operations with job queue management features.

Period of Performance
Installation shall be completed within sixty (60) calendar days after the date of award.

Bidder Requirements
The contractor must be an Original Equipment Manufacturer (OEM) authorized dealer or distributor for the proposed equipment/system to ensure OEM warranty and service are provided. All software licensing must comply with OEM standards.
