Description

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-06 (eff. 08/27/2025].

This solicitation is a Total SDVOSB Set-Aside.

The following solicitation provisions and clause apply to this acquisition:

  1. FAR 52.212-1, Instructions to Offerors Commercial Products and Commercial Services

FAR 52.212-2 Evaluation-Commercial Products and Commercial Services: In accordance with RFO FAR 12.201-1 and FAR 12.201-2 when appropriate, the contracting officer may (1) Insert the provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, in solicitations for commercial products or commercial services.
  3. Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://sam.gov/.

The Michael E. Debakey VA Medical Center in Houston, TX is seeking a Panoramic Radiographic Imaging System to restore panoramic imaging capability due to the failure of the existing system. Work Details
The contractor shall provide one (1) fully functional Panoramic Radiographic Imaging System, which includes:

- High-resolution imaging suitable for diagnostic and surgical planning
- User-friendly interface compatible with VA clinical workflows
- Integration capability with VA imaging systems (e.g., MiPACS or equivalent)
- Smart Connectivity for workflow accessibility
- Adjustable patient positioning (standing and/or seated)
- Compliance with radiation safety per VA and FDA standards.

Additionally, the contractor must provide delivery, installation, setup, calibration, on-site training for Dental Personnel, and warranty support. The price/cost schedule includes:
1. Complete Panoramic Radiographic Imaging System - 1 EA
2. On-site Training - 1 JB
3. On-site Imaging - 1 JB
4. Labor Installation/Removal - 1 JB.
