Background
This solicitation is issued for the acquisition of home oxygen delivery for the Department of Veterans Affairs (VA) Veterans Integrated Service Network (VISN 8) Orlando locations. The goal of the contract is to serve veterans in seven Central Florida counties and may extend beyond these areas within the OVAHCS area of responsibility as needed. The contract shall be for the actual requirements of the VA as ordered during the life of the contract. This is a non-personnel service contract.

Work Details
The contractor is responsible for delivering and servicing VA patients in seven Central Florida counties, with a monthly average of 1,500 estimated patients. The quantities given in the solicitation are estimates only and impose no obligation on the VA either minimum or maximum. The contractor shall provide home oxygen services including liquid oxygen, tank rental, refill cylinders, maintenance of government-furnished equipment, delivery and set-up charges, demand nasal cannula, portable liquid oxygen container, emergency set-up for government-furnished or rental equipment, patient travel arrangements, rental portable oxygen concentrator, battery for portable oxygen concentrator, and fire safe valve.

The period of performance shall be date of award through 12 months, with four 12-month options.

Place of Performance
The contractor's physical location must have a service office and warehouse within two hours of the Orlando VA Healthcare System (Lake Nona) and shall accommodate walk-in services. All services shall be provided either at VAHCS, the veteran’s residence, or in a nursing home where the veteran resides.
