AMENDMENT 1 of combined synopsis solicitation number 36C10G25Q0059 is issued to revise solicitation attachments ATTACHMENT C_ CONTRACT CLAUSES_PAPR and ATTACHMENT D_ PROVISIONS AND INSTRUCTIONS_PAPR in accordance with FAR 1.404 and as authorized by the Civilian Agency Acquisition Council (CAAC) letter 2025-01 Supplement 1, dated February 18, 2025, to implement Executive Order (E.O.) 14173, Ending Illegal Discrimination and Restoring Merit-Based Opportunity, and the revocation of E.O. 11246, Equal Employment Opportunity, and to update terminology based on E.O. 14168, Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government. The updated versions are dated 04102025 and marked Final . Tracked changes versions are provided for convenience. ATTACHMENT K_SF 30 Amendment 1 of 36C10G25Q0059 A0001is added. The following disclaimer is added: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C10G25Q0059. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-03, effective January 17, 2025, and the Veterans Affairs Acquisition Regulations (VAAR). This Solicitation is being conducted as a 100% Service-Disabled Veteran Owned Small Business Set-aside. The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has a requirement to purchase Powered Air-purifying Respirators to deliver patient care at its VA Medical Centers around the country. All respirators shall meet the requirements of ATTACHMENT I_PRODUCT DESCRIPTION_PAPR. A single Requirements contract will be awarded IAW FAR 52.211-6 Brand Name or Equal in accordance with all terms, conditions, provisions, specifications, and schedule of this solicitation herein. The following clauses and provisions are applicable to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, addenda are attached. FAR 52.212-2, Evaluation-Commercial Products and Commercial Services, addenda are attached. FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Service 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, addenda are attached. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services The North American Industrial Classification System (NAICS) Code is 339113 Surgical Appliance and Supplies Manufacturing and the business size standard is 800 employees. The ordering period shall be for one 12-month base period with four 12-month option periods. Delivery is FOB destination. Firm-Fixed Price Orders will be placed against this contract in writing and will provide the delivery locations, delivery dates and exact quantities. All questions shall be submitted using the template provided as ATTACHMENT H_TEMPLATE FOR INDUSTRY QUESTIONS_PAPR on or before the date and time indicated on ATTACHMENT D_ PROVISIONS AND INSTRUCTIONS_PAPR. Only written questions will be accepted. Any questions received after the due date may not be answered. Quotes shall be submitted on or before the date and time indicated within the announcement (SAM.gov Contract Opportunities). Quotes received after the due date and time will be late and may not be considered for award. NOTICE: The Small Business Administration has granted an individual nonmanufacturer rule waiver for this requirement.
