STATEMENT OF WORK Description of Use: For administering contrast injection of diagnostic Magnetic Resonance Imaging (MRI) examination in the Marion IL VA Healthcare System MRI Suite within Imaging Service. Replacement of end-of-life cycle Magnetic Resonance (MR) dual syringe contrast media and flush solution injection system to be used in conjunction with GE Signa Artist 1.5 MRI Scanner. Brand Name, Guerbet OptiStar Elite required for compatibility with prefilled syringes used by MRI Service. Date of manufacture must not be greater than one (1) year before the purchase date. The equipment must not be used or refurbished. Training and installation must be included. Provide Trade-In for existing Guerbet OptiStar Must be compatible with and/or capable of : Interfacing with GE Signa Artist 1.5 MRI Scanner Prefilled Syringes DOTAREM contrast NDC: 67684-3001-02 and saline syringes NDC: 00019-1188-81 Minimum Technical Specification: To be used with prefilled syringe and vials Product will be mobile with installation of rolling pedestal design Syringe compatibility and Flow Rate: Side A: 60 mL syringes at 0.1 10.0 mL/sec; 10-, 15-, 20-, and 30-mL syringes at 0.1 0.8 mL/sec Side B: 60 mL single-use disposable syringes at 0.1 0.8 mL/sec; 50- and 125- mL prefilled saline syringes* at 0.1 0.8 mL/sec (*must fit cannula down to 6mm) Pressure Limit: 60 mL empty syringes: 150 psi 10-, 15-, 20-, and 30-mL prefilled syringes: 200 psi* 50- and 125-mL prefilled saline syringes: 150 psi* Volume: Side A: 10-, 15-, and 20-mL syringes: 1 mL to 20 mL; 30- and 60-mL syringes: to installed syringe size. Side B: 60 mL syringes: 1 mL to installed syringe size; 50- and 125-mL prefilled saline syringes*: 1 mL to installed syringe size Scan Delay: 0-60 seconds Inject Delay: 0-300 seconds Number of Phases: 6 including Timing Bolus feature Number of Programs: 40 Inject History: Last 48 injected protocols MR Compatibility: Up to 3 Tesla Patency test mode option to check vein prior to injection (dedicated powerhead key) Service contract for system maintenance with annual inspection (this service will be for a base plus four (4) option years). Optional/Value Added Features: IV fluid drip option for continuous IV-line patency throughout the examination. Timing Bolus: Test injection to confirm protocol Pressure: Automatic sensing & setting to ensure best security Direct power supply (e.g. not reliant on batteries) Touchscreen console with clearly identifiable color command keys Clear indicators & status line Remote begin and end injection options Programable injection protocol storage: up to 6 phases with Timing Bolus , even more with injection & phase delays Powerhead keys
Background
The Department of Veterans Affairs is issuing this contract to procure a Magnetic Resonance Imaging (MRI) contrast injector for the Marion IL VA Healthcare System.
The goal is to replace an end-of-life cycle dual syringe contrast media and flush solution injection system that is compatible with the GE Signa Artist 1.5 MRI Scanner, ensuring efficient and effective diagnostic imaging services.

Work Details
The contract requires the procurement of a Guerbet OptiStar® Elite MRI contrast injector, which must meet the following specifications:
- Must be compatible with prefilled syringes used by MRI Service, specifically DOTAREM contrast (NDC: 67684-3001-02) and saline syringes (NDC: 00019-1188-81).
- Equipment must be new, not used or refurbished, with a manufacture date not exceeding one year before purchase.
- Training and installation are included in the contract.
- Trade-in for existing Guerbet OptiStar® is required.

Minimum Technical Specifications include:
- Mobile design with rolling pedestal installation.
- Syringe compatibility and flow rates:
- Side A: 60 mL syringes at 0.1 – 10.0 mL/sec; 10-, 15-, 20-, and 30-mL syringes at 0.1 – 0.8 mL/sec.
- Side B: 60 mL single-use disposable syringes at 0.1 – 0.8 mL/sec; 50- and 125-mL prefilled saline syringes at 0.1 – 0.8 mL/sec (must fit cannula down to 6mm).
- Pressure limits:
- For empty syringes: up to 150 psi.
- For prefilled syringes: up to 200 psi for certain sizes.
- Volume capabilities:
- Side A: Syringe sizes from 1 mL to installed size for various volumes.
- Side B: Similar volume capabilities as Side A.
- Scan Delay: Adjustable from 0-60 seconds.
- Inject Delay: Adjustable from 0-300 seconds.
- Number of Phases: Up to six phases including Timing Bolus® feature.
- Number of Programs: Up to forty programs available.
- Inject History: Retains last forty-eight injected protocols.
- MR Compatibility: Compatible with up to three Tesla MRI systems.
- Includes a patency test mode option for vein checks prior to injection (dedicated powerhead key).

A service contract for system maintenance with annual inspections is also required, covering a base year plus four option years.
