NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs Network Contracting Office (NCO) 6, on behalf of the Durham VA Medical Center intends to issue a sole-source firm-fixed priced Task Order against Contract VA797H-17-D0022 to Philips Healthcare. The proposed contract action is to provide a Medrad Stellant Flex D Injector for the Durham VA Medical Center. The Medrad injector multi-patient, dual-syringe contrast media delivery system is compatible with the existing Philips CT Scanner focused on newer workflow and consumable management technology designed for high volume CT operations. The Injector system is unique due to its multi-patient extended use workflow capability designed for high throughput CT environments and compatibility with bulk contrast delivery configurations to reduce reliance on pre-filled syringes. It has advanced air detection and pressure monitoring safeguards. The system touchscreen programmable protocol management and independent injector assignment for each CT scanner to maintain operational continuity. The Medrad injector for this requirement is specifically focused on newer workflow and consumable management technology designed for high volume CT operations and compatible with existing Philips CT scanner system. The Government intends to solicit and negotiate with only one source under the authority of RFO 6.103-1 (b), using the procedures under RFO 12.102 (a), Restricting Competition. The North American Industry Classification System (NAICS) for this requirement is, 339112 - Product of Service Code for this requirement is 6525. The Small Business Administration (SBA) size standard for this sector is 1,000 employees. Response to this announcement shall not to exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc.) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no written response is received within the closing date of this notice, a sole source award will be made to Philips Healthcare without any further notice. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response to this notice. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. This notice of intent is not a request for quotation. Interested parties may identify their interest in the requirement and capabilities to Krisanne.Dernago@va.gov no later than 10:00 AM EST, June 30, 2026. Telephone inquirers will not be accepted. All information shall be furnished at no cost or obligation to the Government. No remanufacture or gray market items will be acceptable. Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of contract or, solely at the VA s discretion, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to the VA medical facility upon discovery of such items. No solicitation will be made. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
