Incumbent Analysis (see Incumbents section for more detail)
The Bay Pines VAMC appears to have a confirmed incumbent relationship with USVETSERV LLC., which has received multiple closely related Penumbra Lightning Flash catheter supply awards under VA contract numbers 36F79722D0041-36C25726F0111 ($344,067; 07/20/26–10/31/26) and 36F79722D0041-36C26324F0057 ($230,349; 04/15/24–09/30/28), among others. These prior awards for “Lightning Flash” and “Penumbra Lightning Flash catheters” align with the current requirement to procure single-use, FDA-cleared Lightning Flash intelligent aspiration catheters compatible with the facility’s existing Penumbra System (ENGINE pump and tubing), suggesting the new purchase is a continuation of ongoing catheter replenishment for mechanical thrombectomy.
