This solicitation is set aside for SDVOSB businesses only. The Department of Veterans Affairs Western New York Healthcare System located at 3495 Bailey Avenue, Buffalo, NY 14215 has a requirement to replace the sleep surfaces on the facility s CHG Spirit low beds have reached their end of life and require replacement. Hospital sleep surfaces are subjected to prolonged use, bodily fluids, punctures or tears from medical instruments, and harsh chemical cleanings. Prolonged use causes breakdown of the sleep surface s internal components. Breakdown of the sleep surface s interior components is a major cause of skin injuries such as skin tears and bed sores. STATEMENT OF WORK Contract Title: Veterans Affairs Western New York Healthcare System (VAWNYHCS) Procurement of CHG Spirit Low Bed Sleep Surfaces (56 each). 1. Background: The sleep surfaces on the facility s CHG Spirit low beds have reached their end of life and require replacement. Hospital sleep surfaces are subjected to prolonged use, bodily fluids, punctures or tears from medical instruments, and harsh chemical cleanings. Prolonged use causes breakdown of the sleep surface s internal components. Breakdown of the sleep surface s interior components is a major cause of skin injuries such as skin tears and bed sores. These injuries could get infected causing extreme pain and potentially death. Replacing the sleep surfaces will help prevent skin injuries and unnecessary pain for its patients. 2. Scope: 2.1: VAWNYHCS is seeking procurement of fifty-six (56) replacement sleep surfaces for its fleet of CHG Spirit & Spirit Select Low Beds. The facility currently has a Service Maintenance Agreement (SMA) in place with Stryker Medical. The SMA requires Stryker to perform annual external and internal inspections and repairs as needed on its sleep surfaces. With this knowledge, the facility is requesting only Stryker Medical products be considered for this procurement. Stryker is unable to maintain other manufacturers surfaces. Procuring surfaces not manufactured by Stryker would hinder the facility s required annual inspections and render Stryker unable to complete the contracted requirements. CHG Hospital Beds, Inc. is a division of Stryker Medical. 2.2: Proposals will be evaluated according to a Best Value protocol. An official VAWNYHCS Evaluation Team will utilize the Best Value protocol in order to evaluate proposals based on price; conformance to the Technical Elements (detailed in section 5); conformance to the Terms and Conditions (detailed in section 6); Past Performance (detailed in section 7). 3. Specific Technical Elements: The proposed sleep surfaces shall meet the following enter technical requirements; Benchmark Styker ISOFLEX LAL 2860. *Offering vendors shall provide complete, detailed responses to each of the following Terms and Conditions in their bid proposals. 3.1: Sleep Surface shall have an overall length of 84 inches, overall width of 35 inches, thickness of 6 inches, and a safe working load of 500 lb. 3.2: Sleep Surface shall be a therapeutic support surface with grid-like gel material that affords maximum memory, flexibility, and durability. Surface shall have a foam crib and base that provides stability and lateral support. 3.3: Sleep Surface shall meet US flammability standards: 16CFR1632, CFR1633, CAL TB129, Boston BFD 1X-11. 3.4: Sleep Surface shall have removable /replaceable top and bottom covers that can be unzipped to perform internal inspections. 3.5: Sleep Surface shall have the ability to redistribute pressure in the sacral region with core gel technology by allowing immersion and envelopment to occur. 3.6: Sleep Surface shall have shear management that moves freely with the patient to assist in the reduction of shear forces at the interface between the surface and the patient with shear gel support layer. 3.7: Sleep Surface shall have D rings located in each corner of the bottom cover for flat sheet attachment points. 3.8: Sleep Surface shall be non-powered, Low Air Loss (LAL) with an air pump attachment port and have a breathable cover to assist in moisture management of the skin. 3.9: Sleep Surface shall be able to assist in the prevention and treatment of all pressure injuries (including stages 1,2,3,4, Unstageable injury, and Deep Tissue Injury). 3.10: Sleep Surface shall be utilized in an acute care setting which may include geriatrics, long-term care, critical care, step down, progressive care, med/surg, subacute care, and post anesthesia care units. 3.11: Sleep Surface shall have an expected service life of ten (10) years under normal use, and with appropriate periodic maintenance. 4. Technical Terms and Conditions: The offering vendor shall meet the following VAWNYHCS Terms and Conditions. *Offering vendors shall provide complete, detailed responses to each of the following Terms and Conditions in their bid proposals. 4.1 VAWNYHCS shall only consider new, unused Sleep Surfaces in factory sealed wrapping. Refurbished, remanufactured, and grey market products will not meet the facility s needs. 4.2 It shall be the sole responsibility of the Vendor to deliver all sleep surfaces in new, usable condition.
