Background
The solicitation is for durable medical equipment services to be provided to the VA Pacific Islands Health Care System. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The Point of Contact for this solicitation is Victoria M. Torres, Contracting Officer at victoria.torres@va.gov.

Work Details
The contractor is required to provide pickup, delivery, storage, and routine service/refurbishment of Durable Medical Equipment (DME) to veteran patients served by VAPIHCS’ clinics in various locations. The contract will be for a period of Five Years consisting of five one-year ordering periods. The contractor must have Joint Commission of Health Care Organizations (Joint Commission) and the Center for Medicare and Medicaid Services (CMS) accreditation or equivalent. The contract requires the contractor to provide all labor, parts, equipment, transportation, fuel, and supervision necessary to provide storage, delivery set up, in-house instruction, and/or pick-up of durable medical equipment for VA Veterans of each VA Pacific Island Facility. The contractor must have an electronic computer system that shows all VA required forms and documentation accessible to all VA personnel at no cost.
The contract also requires the contractor to provide a well-organized and managed distribution center that provides transportation, cross-docking, order-fulfillment, labeling and packaging along with other necessary services. The contractor must also provide climate-controlled distribution centers on Oahu, Hawaii, Kauai, and Maui.

Period of Performance
The contract will be for a period of Five Years consisting of five one-year ordering periods.

Place of Performance
The services shall be performed in the Veteran's place of residence, skilled nursing facility, rehabilitation facility, or nursing home housing the veteran. Storage facilities shall be physically located in the geographic area of the VAPIHCS in which they shall provide service.
